Can get into Windows 98es full or in Saf

Problem I can’t not boot in windows 98es full or in Safe Mode too.
Any in DOS Mode. I can only get a black screen with (-) all the time
H.D. and BIOS is working OK ! and I booter from boot disk , did not work
How I get back in to windows???
