Cannot find file when opening Excel file

On imaged computers (Windows 2000) we are unable to open an Excel file (Office 2000) unless Excel is already open. We get the message, “cannot find the file (the location of the file we are trying to open is displayed along with the filename) or one of it’s components”.

This happens when we attempt to open the file outside of Excel (through Exploer, My Computer, etc). This happens when we setup a new user on the computer. This error does not occur on the administrator account (where Office 2000 was originally installed from).
