Cannot find ShellIconCache in Windows XP

Each time I change an Icon using propertities, I have to type the correct path in the browse window. (C:\Windows\System32\Shell32.dll). I had 3 hours help from a pro, but could not locate the ShellConCache, or ShellCache in Windows xp.
Is there afix short of a full system restore?
