Cannot install Excel and Access add-ins

I have run into this same problem when installing several different add-ins under Excel and Access. I’m running Windows XP and Office XP, and I am logged into Windows with administrator privileges. When I attempt to install a third-party add-in, it gets all the way through the Setup utility for it, to the point where it makes the registry edits, and then I get this error:

You do not have access to make the required system configuration modifications. Please rerun this installation from an administrators account.

This has happened on 3 different 3rd party add-ins from 3 different vendors.

Things I have already tried:
I have tried using Run As to run as Administrator, and it makes no difference.
I have tried it with Simple File Sharing enabled and disabled.
I have tried it with Use Welcome Screen turned both on and off.

I have no problems installing any applications on this PC. It’s a normal PC in a small peer-to-peer network, and it shares its Internet connection with acouple of other PCs.
