Cannot open Excel file using file assoc.

MS Excel 2000 – MS Office 2000 Professional

I have a user who cannot click on an Excel file to open it. If they first open Excel and then open the .xls file, it opens file. If they attempt to open it from Windows Explorer or as an Outlook attachment, they get the following error:

Cannot find the file ‘C:\Documents and Settings\….\filename.xls’ (or one of its components). Make sure the path and filename are correct and that all required libraries are available.

If I login under my admin account, everything works fine. I have checked the file associations and it is correct. Could this problem be Registry based? I did the MS Office 2000 Repair with no good results.
