cbrowser.dll is missing.

I have recently re-installed Win 98SE.
In order to get my digital camera to work I need to install cbrowser.dll copying this file from another p.c. does not work, when I search for the file using Find it shows the file is there and when I try to losd my camera software it says it is not there. What do I need to install to provide this file? I have searched all the .cab files on the win 98 cd but can’t find the missing file.
