common message for all to use

I am working on a Windows 2000 AD network which has an Exchange 2000 server.
I need to create several standard email messages for staff to use on a regular basis.
For my own use I publish an email as a form but this only is available to me in my personal forms library.

What is the simplest and easiest method to achieve my aim and details of how to setup a solution would be appreciated
