Convert a PDF file to RTF or DOC format

I work for a small county government (i.e. we don’t have a lot of money for software purchases). I need to convert a PDF file to RTF or DOC format so that it can be edited. We don’t have a lot of money to purchase the conversion software that I have found (ex. Drake, etc). Does anyone know of a free or less expensive plugin for acrobat? Thanks.
