Create icon that will scan floppy using

I am trying to find a way to create an icon on my desktop which, when double-clicked, will scan my floppy drive using Norton Antivirus Corporate Edition. The system I am trying to do this on is a client on a Windows NT network. This had stumped mefor a few days now. Any help would be appreciated.
