Creating Email Profiles for new users

Is there a way to create a MS Outlook email profile for a user on a workstation without being logged in as that user? Our environment includes both Win2k and Win XP Pro, along with Outlook 2000 and 2002. We are not using Exchange. I’d like to be able to do this for not only new users, but also for the case of moving an existing user to a new workstation, including transferring of .PST data.
