Creating one style for all court users

The Court utilizes a template for the beginning of all documents, it is the same document title page, however each office wants a different font, I have been able to get them to agree on one font, but I want to set up a style sheet that each office can use, but do not want to have to go to each office to do so, can I make a style and maybe have it on a drive that all users can access, or does it have to be in the normal.dot.
