Deleting a resorecting removed nic card

I am having the following issues with a Windows 98SE workstation.

A nic card (D-LinK DFE) that is physically removed from the computer and removed from network neighbhood. This card want to still install itself on start up.

I have installed a SMC 1244tx nic card. Install a static IP address, DNC IP, and gateway IP. The system will not recognise this nic card.

I go to start, run type winipcfg and the system tells me it can not find IP file.

Can someone please help me with this issue.
