Desktop Wall Paper Won’t Stay

Good Morning Everyone,
I have a user who is running Winnt4 station w/sp6a. The user is a member of local administrators group. Everytime he changes the desktop wallpaper (ex. company logo), the
setting won’t stay. He has to setup the desktop wallpaper over again. Other machines are fine.
I already tried to reapply service pack and that didn’t help.
Can someone give me some suggestions on how to fix this problem.
