Disabling Offline Files won’t work!

I’ve tried several times on a Windows 2000 machine to uncheck “Enable offline files” in the offline files tab of the Folder Options dialog box. Every time I apply and go back in, the offline files are enabled again! Anyone have an idea what the problem could be?
