Disabling OL preview pane permanently

Is it possible to disable the preview pane in Outlook 2000 permanently?

I’m looking for a way to disable the preview pane and take away the option for the end user to turn it back on. I know the Office Resource Kit can be used to build custom .msi files for Office installs. I am also aware of the options within the ORK to customize menu options available to the user. The easy thing to do would be to remove the Preview Pane option from the View menu. If I did this the user would be able to easily add the option back in using Customize… from the Tools menu. I don’t want to take away the Customize… option just in case the user screws up their toolbars, menu items, etc.

Hoping there is a rather simple and free solution.
