Disabling “Preview Pane” in Outlook 2002

I want to disable the “Preview Pane” option in Outlook 2002 such that our users cannot re-enable it. The /Nopreview command line switch does NOT accomplish this. It only disables the Preview Pane at startup and then the user can enable it at will. Note, the /Nopreview switch worked, as I desire it, for Outlook 2000 but it does not for Outlook 2002. Anyone have any solutions?
