disaster recovery FSMO

Hi All,
We have 2 dcs, dc1 hold all FSMO + exchange, whereas dc2 holds GC. So my question is, if DC1 ever goes down. would the following procedures work without seizing the fsmo roles?

take DC1 off the network and do not make any changes to DC2
1. fixed up faulty h/w
2. Restore from ghost image.
3. Restore system state from previous day.
4. put it back on the network (pretending we just had a long restart)
5. restore exchange and the rest
