Distribution Lists on Exchange 5.5

My question concerns distribution list in Exchange 5.5. My boss has a Newsletter he wishes to send to 100 or so of our agents. He says that we should be able to put it on the Exchange Server so it would be visiable like the Global list is. I can’t see any way of creating a DL with addresses which don’t reside in the Active Directroy. I’m I missing something?

Also he wants the messages to be bcc so they can’t see the others it is sent to, and show in the “TO” box each individual’s name, so itwould be personalized.

I have not been able to find a way to do that either.

We are running Outlook 2000 and Windows 2000 systems.

Any suggestions on how to get him what he wants?
