Does Outlook 2003 JunkMail filter learn?

I have recently installed a few XP Pro towers with Office 2003 Pro and the Junk Email filter in Outlook does not seem to “learn”. We have “upped” the FILTER level to HIGH and still get piles of Spam coming in. It does reject the emails that the user sign to BLOCK, but it’s just not enough. Thanks.
