Double quote in Excel 2000

I use Excel 2k for transfering files and has to be in tabulation(txt) or comma(csv) format. If the text contain for ex: [frame 3″x4″] then Excel will transfer the file in [“frame 3″””x4″””]. So is their a way to remove those extra ” ???
