DVD Recording

I have dual Win XP Pro and Win 98 SE operating systems on my computer with a VisionPlus Digital TV Tuner PCI card. I wish to record live broadcast TV programs direct to a recordable DVD disk via a LiteOn Dual Layer DVD Rom without first of all recording to the hard drive.
So far I have been unable to find suitable software that will enable me to do this. Is it feasible to record direct and if so how can it be done. I would be most grateful for the answer.
