Editing MPG files

Just a nice quickie –

can you recommend an easy to use and free! application that I can use to cut down a 740MG mpg file into a 700Mg and 40Mg file

The output must stay as MPG as then it will work on my DVD player!

Any advice in using the application will also be most welcome
