editing Works labels

How do I edit a Works 7 label file or template? I want to be able to rearrange the items in the label area, and I also want to be able to change the dimensions of the label area. It seems that I have to construct the entire template or file from scratch every time, but Bill Gates surely does not prefer office so much as to sabotage Works that much. I was able to do it in an earlier version of works.
