Email Archiving and Secure Email

My company sometimes receives emails from other businesses that are “secure”, meaning they can only be viewed at a third-party website. My CEO wants to block these types of emails and a standard response back to the originating mailserver saying that it’s undeliverable and why. Is there a mail-server that can handle this “selective” blacklist?
