Email Attachment Question

We have Office 2000 and an NT network. On one particular station, when the user receives and email attachment (in this case, it was a *.jpg file), the associated app launches but remains minimized in the task bar. The only way to open the associatedapp is to right click on the minimized app and select maximize. How do you fix this?
