email attachments in OE

I am using Windows 2000 Pro fessional with SP3 installed, the problem is when I send or receive emails with attachments in Outlook Express, I see the message OE has removed access to attacments. Why is this so and how to fix it?

I am using OE 6 and Internet Explorer 6 with service pack 1.
