Email messages form Hotmail users

I often receive email messages from people who have hotmail accounts with an attachment that contains nothing but the addresses and headers from previous senders or recipients. Can anyone explain how or why this is? Is it something the person sending the email is doing? I’m using Outlook 2000 as an email client.
