EMail Migration road block

I am in the process of migrating from my Exchange 2000 server to a new server running Exchange 2003. I have already upgrading my AD and schema and added the new server to my exchange environment. The only problem is while testing mailboxes on the new server can recieve emails but not send. Not even locally. Can anyone help me figure out why?
