Excel 2000 Workbook Links

A lot of the excel spread sheets we have here at our office link to other documents on the network. When person A opens up one of these documents, saves it, then opens it up again, everything is fine. But, when person B opens up the same document, saves it, and closes it, all the links in the document change the location on the network to somewhere on the local drive. Any thoughts?
