Excel 2003

Everytime I open Excel I get a Visual Basic window that says Run-time error 429 ActiveX component can not create object. I have tried searching Microsofts awesome knowledge base and google but nothing has worked so far. All I have really done is un-install and re-install office. Any pointers would help?
