Excel – blank cells

In XL can anyone tell me if there’s a way of first identifying a blank cell- The ISBLANK function does this- but then also returning (entering) a user-specified value into the first cell depending on the outcome? The ISBLANK function only seems to return a result of TRUE or FALSE.
