Excel error -opening from file manager

In NT4 (SP6) When using file manager to open an Excel 2000 file by double clicking, Excel opens then I receive the error: – Cannot find the file ‘ ”file name” ’ [or one of it’s components] make sure the path and file name are correct and that all required libraries are available.
I have installed office SR-1.
