Exchange 2000 Design Question

My company has two offices in distant locations. Each location has it’s own domain (all win2k and Exchange2k) and an Exchange server. The server in the main office serves to get the incoming messages for the company, and the server in the other office is used for Public Foldes only (users in that location get their mail by connecting to the mail Exchange via POP right now). Right now the Exchange servers are not connected to each other at all.
The idea is to connect the two servers in such a way the local users in each office could get their mail from the local to them server, all outbound mail would go through the server in the main office, and also users in the remote office should (if possible) have an ability of creating/managing their own email accounts.
The question is what is the best way of doing this. I think I would need a VPN connection between the two servers, but how to configure Exchange and win2k domains?
