Exchange 2000 intelligent filtering

Hi!

I have a MS Exchange 2000 Server and ISA 2000 on the same machine. I would like to to the following:

1. For two users I want them to have unlimited Internet access.
2. For the other users, between 9 am and 5 pm they should have no internet access, but they should be able to send emails to some addresses from a list.
3. After 5 pm everyone can do anything.
4. For the emails blocked at point 2 I would prefer to have them delayed instead of dropped ( but this is not a must).

Is it possible to achieve this with the above mentioned configuration?
