Exchange 2000/ Outlook 2003

In my company they want email (Outlook 2003)to be setup on Exchange, but they do not want the email stored on the server they want it on the users local drives. So they can use as much space as they want on their own HD without impacting the server space. Is this a good practice? Or which is the best way? It has to be this way because of MS Exchange 2000 Standard limitation of 16GB.
