Exchange 2000 Server losing connection

When our primary domain controller (SERVER1) is rebooted during business hours, the Exch Srv 2000 server loses connection for all users until the domain controller is back online. We have 3 primary domain controllers and cannot understand why the Exchange server does not go to the next available domain controller when the first one is unavailable.
