Exchange 2003 OWA

I’m testing Exchange 2003 OWA and when i creating a new message using OWA and clicking on the “To” button it only shows “Contacts” and “Global Address List”. But it doesn’t show up “All Address Lists”. When i use outlook it shows “All Address Lists”.

any idea how to solove this?
