Exchange 2003 Server

I keep getting a message Unknown Error has occurred. ID no: 8004010f Exchange System Manager. When I try to check the client permissions on a new public folder. According to MS KB 309754, wait a few minutes to allow the client permissions to become available. Does anyone has encounter this issue before.
