exchange 5.5

i have a windows 2000 server with 10 users , and exchange installed , for th internet connection i use a hardware internet server,so my problem is that when ever a user open his outlook (to use it internaly) the internet server dial a connection automaticaly, how can i use exchange without internet connection ?
