Exchange 5.5 Info Store limit . HELP!

Win NT 4.0 Exchange server 5.5. Information store has reached it’s limit. I ran an offline defrag and it didn’t help. It is still to big to run. Is there another way to decrease the size of the file. The Store service won’t start so I can’t get in to delete emails.
