Exchange 5.5 Internet Mail Service

I keep getting the following error when trying to add Internet Mail Service in Exchange 5.5: ‘An error occurred during file replication. Unable to find a file with the correct version number Microsoft Exchange Administrator Id no c1030ad0’. I’ve removed and reinstalled Exchange and also followed the instructions in the related Technet article and still had no joy. Can anyone help?
