Exchange 5.5 to Exchange 2000

I am trying to migrate a 5.5 database to 2000. I have tried about everything I can think of and I have tried what the three books I have say. None seem to work. I believe I am missing something simple.

I have installed the ADC (Active Directory Connector) on the 5.5 machine and and setup a connector from my exchange to windows domain controller, which is the active directory controller. I set replication and give it time. Everytime I try to upgrade it tells me that the site has not been replicated to Active directories.

I am about stumped any help would be great.
