Exchange 5.5 Transport error

I had to reinstall Exchange 5.5 and did SP4. Imported .edb files back in, ran the patch and all that. Can send and recieve mail within the network fine, but when trying to send out get a transport provider not available message. By diggin around MS site, it seems like it is an issue with MTA config. I don’t have the option in the console, so I went to install it, but it is not where MS says it should be. I see DLL’s and other stuff, but no kind of application file on the CD. Help!
