Exchange 5.5 will not send mail

We have exchange 5.5 that will receive email fine but, sending internet email (connected directy to the internent) just stays in the ‘outbound messages waiting delivery’ queue. I have seen a checklist from microsoft but can’t remember where its at. Any suggestions?
