Exchange Internet Connection

Hi guys,
A friend of mine had a company install exchange in his office. The problem is when the internet connection is down, the office workers cannot access their inboxes or emails. Is there any way I can change that setting so that is the ISP is down they can still read existing emails in their inboxes.
