Exchange Server STUFFED!

Current system of >100 email users is totally “open” environment where no users have mailbox limits and everyone saves EVERY piece of email and attachments ever received. Please make recommendations for excellent solution to offer users a way of backing off their old email and attachments to CD for later retrieval if needed. I will award points to the one solution that gets implemented. Thank you!
