Exchange slow e-mail

Our oubound mail on our Exchange 2003 server is extremely slow. It can be 20 minutes to 12 hours before the e-mail is delivered to an internet e-mail address. Internal address are less than a minute. and incoming mail from external address is received in about a minute. What can I check to track down the slow outgoing external e-mails?
