FailOver Exchange Server over WAN

We have a remote backup office in case of a disaster. Data is is replicated using Doubletake. What would be the best way to have a failover Exchange server at this location? Is it necessary to use cluster services? How would the cluster service work over a T1? Can you point me in a direction please. Thank you!!
