Folders Read-Only

I am operating Windows XP-Pro with full administrative priviledges. When I create a new folder, it appears as read-only although I can delete it, rename it, save to it, and pull from it. However, when I try to download my Olympus Camera pics to it, it states that it is read-only. I have tried to take the check out of the box for read-only and it continues to return to the box. How do I force any folder to remain NON-read-only in XP?
