From Non-Message into Message Format

We have a problem of converting messages, which were blocked and re-directed into a certain directory, back into a message format.

We are using Exchnage Server running on Windows NT. What we have done is that we have blocked some email messages from Hotmail by using Exhcnage Administrator\Connection\Internet mail\Message Filtering. Those blocked messages were directed to store in the turf directory with no extention.

Those messages can be viewed only with Notepad format, and not in email format. The attachments cannot be viewed too.

Now, we need your help to get back those blocked messages and their attachments into normal message formats. Appreciate any ideas.
